Ethical Considerations and Regulatory Framework for the Use of Artificial Intelligence in Cuban Medicine

Abstract

Introduction: Artificial intelligence has emerged as a transformative tool in medicine, with the potential to improve diagnosis, treatment, and healthcare management in Cuba. However, its implementation requires consideration of ethical and regulatory aspects for responsible and effective use.

Objective: To explore the ethical aspects and regulatory framework surrounding the use of artificial intelligence in Cuban medicine.

Authors' position: The authors emphasize the importance of ensuring that the development and application of this technology in Cuba complies with international standards, with particular emphasis on UNESCO's Recommendation on Ethics in Artificial Intelligence, which prioritizes the protection of human rights, transparency, equity, and accountability. They point out ethical concerns such as data privacy, algorithmic biases, lack of transparency, and the possible dehumanization of medical care. In addition, they recognize that the Cuban legal framework is still under construction and highlight the need to establish specific regulations, strengthen professional training, and invest in national technological infrastructure to ensure ethical and safe use in the health sector.

Conclusions: Artificial intelligence in Cuban medicine has great potential to improve public health and optimize clinical processes, but it requires a solid regulatory framework and a rigorous ethical approach to protect patients' rights and well-being. Continuous dialogue between legislators, professionals, and society is needed to develop policies that guide its responsible implementation.
